Naval Air Station Fallon Public Works Department (Environmental Office) has an opening for a
Tribal Liaison, GS‐0301‐12/13 position, which will be filled using a Merit Promotion
Announcement on USA Jobs (open to all current and former Federal employees). Position will
be recruited at both the GS‐12 and GS‐13 levels and reports to the Installation Environmental
Program Director (IEPD).

BRIEF JOB DESCRIPTION: Responsibilities include but are not limited to:
– Serves as the subject matter expert (SME) and primary point of contact for Native
American Tribal stakeholders within the area of responsibility.
– Represents the Navy when partnering with the Tribes by ensuring the rights of
Sovereign Indian Nations are fully respected and carried out in a government‐togovernment
(GTG) relationship.
– Provides guidance, manages, and facilitates the consultation process while remaining
respectful of tribal sovereignty.
– Provides the Installation Commanding Officer (ICO) and installation team with advice
and counsel while serving as a liaison during Tribal meetings.
– Interprets laws, regulations, and policies to advise on business decisions, policy
development and implementation and project execution related to tribal engagement
and relationship management.
– In consultation with the tribes, identifies mitigation requirements for undertakings that
have a potential to effect historic or cultural properties associated with tribal heritage.
– Tracks, reports and informs installation management of Navy and Tribal outreach, and
consultation efforts, agreements, and events.
– Provides technical support to all business lines with regard to Tribal relations and issues
of concern to the Tribes.
– Maintains technical expertise in Tribal relations, Tribal rights (including treaty rights),
and federal agency responsibilities to comply with legal and policy drivers.
WHO IS ELIGIBLE TO APPLY: Any qualified current or former Federal employees at the GS‐11,
GS‐12, and GS‐13 levels. Merit Promotion allows a current or former federal employee apply
