POSITION DESCRIPTION

Under the direction of the Tribal Chairman, the Tribal Historical Preservation Coordinator is responsible for the sustained management of Fallon Paiute Shoshone Tribe’s cultural resources and repatriation activities. The Tribal Historical Preservation Coordinator promotes, protects and manages Tribal cultural resources management and repatriation activities and is responsible for the review, comment and consultation coordination between the Fallon Paiute Shoshone Tribe and federal, state, and local agencies. This position evaluates direct impacts to historic preservation, cultural resources management, land use planning and/or repatriation activities within the aboriginal territory of the Fallon Paiute Shoshone Tribe with special emphasis on the Native American Graves Protection and Repatriation Act (NAGPRA), National Environmental Policy Act (NEPA), Sections 106 and 110 of the National Historic Preservation Act (NHPA), Archaeological Resources Protection Act (ARPA), the Department of Transportation (DOT Act), Section 404 of the Clean Water Act, state antiquities codes and other regulatory processes.

ESSENTIAL DUTIES & RESPONSIBILITIES

1. Advise, assist, and facilitate, as appropriate, Tribal Governments, Federal, and State Agencies, local governments, with regulatory responsibilities in carrying out historic preservation, cultural resources management and repatriation responsibilities within the traditional territory of the Fallon Paiute Shoshone Tribe. This includes but is not limited to document technical review, consultation coordination, attending meetings, conducting research and developing mitigation alternatives to proposed actions.

2. Facilitate and coordinate agreements and repatriation claims with federal agencies, museums, and universities regarding the handling, curation, and disposition of human remains, funerary objects, sacred objects and objects of cultural patrimony to the Fallon Paiute Shoshone Tribe.

3. Conduct and/or facilitate fieldwork, field reconnaissance, site surveys, and construction monitoring to evaluate cultural site impacts, which could include but not limited to the discovery, disturbance, protection, excavation, and/or removal of Tribal cultural/archaeological resources.

4. Review, identify, research, and administer applications for listing and nomination of historic properties to the National Register.

5. Maintain cultural resources, NAGPRA inventories, and Tribal cultural database in cooperation with Tribal Governments, Federal and State agencies, local governments, museum, universities and private organizations for archive, location, curation, disposition, and repatriation of Tribal sensitive collections.

6. Prepare grant proposals and seek out additional funding opportunities to support Tribal cultural resources management, historical preservation, and repatriation efforts. Coordinate all cultural resources grant agreements and adhere to proposal requirements and reporting mandates.

7. Participate in workshops, training sessions, staff meetings, and in-service activities for upgrading skills relevant to job duties as well as participate and cooperate with other preservation entities. This position may be required to attend and present professional presentations at conferences and meetings.

8. Prepare written reports for the Chairman, Tribal Treasurer, and Tribal Council of quarterly and annual program performance narratives, financial reports and other required report mandates.

9. Performs all other duties relevant to historic preservation, cultural resources management, and repatriation as may be deemed necessary and assigned.

KNOWLEDGE, SKILLS & ABILITIES

1. Knowledge and understanding of missions, organizational goals, and objectives of the Tribal intent for historic preservation, cultural resource management, and repatriation.

2. Familiarity with regulations and standards of various regulatory and credentialing groups relevant to historic preservation, cultural resources management and repatriation which include but not limited to ability to read, analyze and interpret historical documents, anthropological documents, archeological reports, professional journals, technical manuals, government regulations and geographic maps.

3. Knowledge of standard archival preservation techniques.

4. Ability to coordinate work efforts and collaborate with other respective Tribal Departments, Tribal communities and Federal, State and local agencies.

5. Ability to work in computer programs such as Past Perfect, Geographical Informational Systems (GIS), and Microsoft Office Suite.

QUALIFICATION REQUIREMENTS

1. Bachelor’s Degree in archaeology, anthropology, history, geography, or related field preferred with a combination of two (2) years’ working experience with cultural resources management, historic preservation, and/or repatriation activities; or a high school diploma with a combination of education and working experience with cultural resources management, historic preservation, and/or repatriation activities.

2. Experience with formal consultation and implementation of historic preservation, cultural resource management, and repatriation regulations (i.e. NAGPRA, NEPA, NHPA Sections 106 and 110, ARPA etc.).

3. Ability to work with people from diverse cultures, ethnic and socio-economic backgrounds and must possess a basic knowledge of Native American communities and always maintain cultural sensitivity and confidentiality.

4. Must have attention to detail and high level of accuracy, must have effective communication skills both written and verbally, and must have excellent writing ability to prepare reports and correspondence.

5. Must possess a valid Nevada Driver’s Licenses and be insurable under the Tribe’s existing automobile insurance.
