POSITION DESCRIPTION

The CLC Specialists provide services on behalf of the Tribe, to address the educational, personal, social, cultural, and emotional needs of tribal and community members attending educational institutions and pursuing various academic opportunities so that they may reach their maximum potential and develop a positive academic, social, and cultural experience. These positions are responsible for establishing effective collaboration, coordination, and communication between participants, families, the community, and the Community Learning Center.

Level I (Entry). Applies basic skills while developing some specialized skills in procedures, operations, techniques, tools, materials, and/or equipment appropriate to area of specialization; performs routine and/or repetitive tasks; limited decision making required; generally works under close supervision; has no or limited experience; work is performed from within specific limits of established procedures and/or defined instructions.

Level II (Intermediate). Applies skills and job knowledge in area of specialization; may adapt procedures, operations, techniques, tools, materials, and/or equipment to meet needs of area of specialization; may work on non-routine tasks; resolves issues/makes working decisions within area of specialization or responsibility with minimal supervision.

ESSENTIAL DUTIES & RESPONSIBILITIES

1. Advocate and lobby for rights of CLC participants, their family, and the community to have equal opportunities that ensure successful educational, personal, social, cultural, and emotional development.

2. Assist and perform the duties and responsibilities with the guidelines prescribed by various academic and cultural programs offered in the CLC.

3. Coordinate and facilitate groups during the school day and/or before/after school, implement curricula, to address pertinent educational, personal, career exploration, social, cultural, and emotional issues.

4. Coordinate, conduct, and utilize staff development and training opportunities to enhance the services of the CLC programs.

5. Provide academic support when necessary.

6. Assess and address the academic, cultural, and social needs of the community, with emphasis on children on the Tribe. Coordinate and facilitate meetings with teachers and other local educational agency (LEA) personnel to utilize school, tribal, and community resources in the development of action plans.

7. Function as liaisons with individual in secondary and post-secondary institutions (and their families if applicable) in their interactions with instructors, administrators, and support staff.

8. Attend/participate in school and parent meetings (as requested) to act as a liaison in communicating participant’s needs and concerns; mediates problems that may arise between school, participant , family and/or community.

9. Develop and maintain close, cooperative, and beneficial working relationships with participants, families, teachers, LEA personnel, other involved officials, and other constituencies.

10. Acquire resource materials to assist participants in understanding the policies and procedures of the educational institution that are attending (secondary, collegiate, vocational, adult education, etc.)

11. Assist in all facets and operations of the CLC including all of the administered programs, as well as with supportive services such as meal/snack preparation and transportation.

12. Practice excellent customer service skills at all times to include, but not limited to, addressing participant (and families), co-workers, and other customer’s needs courteously and promptly.

13. Develop and maintain a consistent follow-up system to track youth from elementary through high school graduation and through post-secondary institutions (if applicable).

14. Maintain strict department security, confidentiality, and quality to meet professional standards of the Center.

15. Maintain cleanliness in all program areas; including the upkeep of the equipment and facility in an acceptable manner and the set-up and breakdown during the program day to contribute to ongoing efforts to keep the center orderly.

16. Other job-related duties as assigned by the supervisor.

KNOWLEDGE, SKILLS & ABILITIES

1. Detailed computer knowledge and ability to use a variety of programs including office management and educational software.

2. Knowledge of the learning and educational instruction and teaching methods used in local LEA’s, as well as ability to provide support in various educational subjects (i.e. English, math, advanced math, science, etc.).

3. Skill in verbal and written communication.

4. Skill working with Native American youth in a K-12 in a school setting or with Native Americans in post-secondary educational institutions.

5. Ability to utilize a computer for data collection, tracking, communication, presentations, reporting, planning, analysis, and general record keeping and provide timely and concise reports as requested

6. Ability to work as a team to meet the academic, education, cultural, and social needs of tribal and community members.

7. Ability to be tactful, diplomatic, and mature with the ability to work with a wide variety of personalities, demonstrating objectivity, respect, courtesy, maturity, and patience.

8. Ability to demonstrate excellent problem solving and critical thinking skills.

9. Ability to be sensitive and receptive to the unique needs and learning styles of Native Americans.

10. Ability and willingness to obtain additional education and training including on the Tribe’s culture, including language and history, as well as support items such as CPR and First Aid.

11. Ability to communicate effectively, both verbally and in writing.

12. Ability to relate well with people and to use good judgment.

13. Knowledge working with diverse Native American Cultures.

14. Ability to demonstrate a maximum degree of professionalism and diplomacy with those who may be experiencing a degree of stress both mentally and/or physically. Ability to gather, assemble, and analyze facts, draw conclusions and devise solutions to management problems.

15. Ability to maintain confidentiality of all Tribal operations and staff.

16. Ability to tutor students of various age levels.

17. Familiar with college admissions/financial aid processes.

18. Computer knowledge – including Word and Excel.

19. Ability to maintain confidentiality.

20. Must be able to travel and work flexible hours to ensure program success.

21. Must obtain Food Handler’s Card, complete Blood Borne Pathogen training, and CPR certification within six (6) months of start date, and attend IHS Sanitizing class.

QUALIFICATION REQUIREMENTS

1. THIS POSITION REQUIRES COMPLIANCE WITH THE INDIAN CHILD PROTECTION and FAMILY VIOLENCE PREVENTION ACT PUBLIC LAW 101-630; 25 CODE of FEDERAL REGULATIONS PART 63 – INDIAN CHILD PROTECTION and FAMILY VIOLENCE PREVENTION; CRIME CONTROL ACT OF 1990, EMPLOYEE BACKGROUND CHECKS; and EXECUTIVE ORDER 12968, ADJUDICATIVE GUIDELINES AND THEREFORE MUST SUCCESSFULLY COMPLETE AN EXTENSIVE BACKGROUND CHECK BEFORE START EMPLOYMENT.

· Community Learning Center Specialist I

One (1) year of experience working with children and families, preferably including experience in a local educational agency or similar organization.

· Community Learning Center Specialist II

Equivalent to three (3) years’ experience working in an educational setting with at least one year having direct supervision over students/youth; or one (1) year of experience with 24 units of education instruction; or an Associate’s degree in a related field.
