POSITION DESCRIPTION

The Tribal Administrator is responsible for the daily operations of assigned Tribal departments and programs, including all contracts and grants services, as directed by the authority of the Fallon Business Council.  The Tribal Administrator works under direction of the Fallon Business Council (FBC) to carry out the goals and objectives of the Fallon Paiute-Shoshone Tribe.  The Tribal Administrator performs his/her duties and responsibilities in recognition that the FBC is the final authority for the Tribe and works within their direction and guidance, as well as in compliance with Tribal laws and Tribal policies.  He/she has the overall responsibility of overseeing all Tribal departments and programs.

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Oversees all Tribal departments and programs; develop and train employees and delegate tasks and responsibilities to them in an effective manner; to plan and coordinate the functions of tribal operations in areas of personnel, property, and program management.
  2. Provide leadership in planning, organizing, coordinating, and staffing components of the tribal government at FBC direction.
  3. Develop and draft policies, procedures, and other assigned documents at the direction of the FBC and to implement those upon adoption by the FBC; to make policy recommendations to the Council on management analysis and need.
  4. To pursue objectives and activities identified by the Council and report back regularly to the Council on the status those objective and activities.
  5. Coordinates with grant personnel of the Tribe to ensure programs are meeting grant deliverables and oversees grants administered by tribal departments and programs with respect to overall goals and objectives established within the scope and purpose of the grants.
  6. Coordinates department head meetings to review policy directives and obtains progress reports on a periodic basis.  Evaluates the effectiveness of programs, identifies administrative problem areas, develops and implements corrective action plans in coordination with department heads.
  7. At direction/assignment of the Council, reviews and researches contract/grant agreements and contracts for services or leases to ensure that the Tribe is receiving the maximum benefit while reducing and/or eliminating risks to the Tribe; and to ensure compliance and accountability with contracts and grants.
  8. Works with the Treasurer and Finance Department to implement approved budgets and subsequent modifications, monitors and evaluates assigned department and program budgets in coordination with quarterly budget meetings with the Council.
  9. Participates at tribal events and functions on request of the Council; meets and greets all dignitaries who are visiting or attending functions at tribal offices.
  10. Takes corrective action when fiscal, contracting, personnel, or other administrative problems are identified and notifies the FBC of the actions.
  11. Provides regular periodic reports to the Fallon Business Council concerning the status of all assignments, duties, deadlines, projects and functions of the various programs and activities.
  12. Attends all regular Fallon Business Council meetings; attends other special, closed, executive sessions/meetings of the Council as requested by the Chairman and/or Council.
  13. Performs other related duties as directed by the Fallon Business Council through official vote, motion, and/or resolution.

KNOWLEDGE, SKILLS & ABILITIES

  1. (a) Bachelor degree in Business or Public  Administration or a related degree with four (4) years of successful work experience as an administrator or in a position of equal responsibility; or
  2. (b) Associate degree in Business or Public Administration or a related degree with six (6) years of  
  3. successful work experience as an administrator or in a position equal responsibility; or (c) A minimum of eight (8) years in an administrator level capacity and/or combination of education, training, and experience in community development, business management, supervision, and administration

QUALIFICATION REQUIREMENTS

  1. Knowledge of management procedures, human resources, personnel policies and procedures, office practices, public speaking, budgeting, and property/contract management.
  2. Maintains a professional appearance, attitude and working environment for the Tribe, its employees and its Tribal members at all times.
  3. Knowledge of constitutional principles, Indian legal and jurisdiction issues, such as P.L. 93-638 as amended and of basic accounting/budgeting principles.
  4. Must have experience and capability in planning and directing complex work projects, and the ability to develop, present and gain acceptance for long-range program plans and budgets, subject to review and approval by the Council.
  5. Must be computer literate, be bondable, have excellent analytical, oral, written and organizational skills, and have working knowledge of general tribal and Federal laws and regulations.
  6. Candidate must be able to communicate effectively; conduct public presentations; and maintain effective working relationships with the Fallon Business Council, officials, and tribal employees.
  7. As directed by the Council, maintains effective government-to-government relationship with Federal, State and other local agencies on behalf of the tribe.
  8. Must be able to operate a computer system and office equipment and be able to compose letters, memos, and answer inquires in a professional and quality manner.
