POSITION DESCRIPTION

The Youth & Family Services Director is in charge of administering the Tribe’s Social Services Department, which includes general assistance, ICWA, vocational rehabilitation, and other related social service functions, and supervises and directs the work of caseworkers in formulating and carrying out treatment plans or specialized services assignments.

Occasional evening and weekend work, such as attendance at meetings, trainings, or other call-out work, may be required as job duties demand.  This position will take rotating on-call shifts to ensure social services coverage during evenings, weekends, and holidays.

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Plans and directs department programs which includes Social Services, Senior Center, and Child Care Program.  Develops program goals and objectives; develops policies and procedures; and directs the work of subordinate staff.
  2. Performs a variety of administrative duties associated with management to include developing and monitoring the program budgets; coordinating activities with other tribal and local agencies; providing staff training and community outreach work; and reviewing and evaluating the work of subordinate staff.
  3. Evaluates program operations; implements and/or recommends policy changes to improve program effectiveness. Reviews and/or prepares reports on department activities and programs.
  4. Seeks additional funding sources for programs and services; work with internal/external commissions and committees in order to identify needs, resources and effect changes related to program services and issues.
  5. Provides overall monitoring of social services cases for quality of service delivery and of case, program and service documentation. Ensures compliance with applicable regulations and standards. Participates in the development and modification of policies and procedures.
  6. Direct and coordinate guidance, counseling and various other social services to maintain family and individual well-being.
  7. Provide supervision of the child placement program for eligible children in need of institutional intervention based on tribal court orders.
  8. Maintain lists of: youth residential care facilities provided by the BIA and other agencies; and qualified and acceptable counselors for personal, family and addiction counseling that can be used for referrals.
  9. Ensure on-going reports and evaluations are provided to the tribal court and other mandated agencies.
  10. Provide referral services such as shelter care services to children and adults, counseling, mediation, assistance to law enforcement and placement if needed.
  11. Analyzes, manages, and evaluates all departmental contracts or grant proposals with appropriate department and tribal personnel, and makes recommendations annually.
  12. Cooperates with other Tribal departments to develop a holistic and wraparound approach to program and service development.
  13. Conducts ongoing clinical and compliance reviews of the cases of the Social Services Manager and Social Services personnel; maintains effective working relationships with other tribal, local, state, and federal human services agencies and organizations.
  14. Develop and implement the Indian Child Welfare Act.
  15. Participate in staff meetings, team meetings, and child protection team meetings on a regular basis.
  16. Conduct annual reviews of the activities of all program areas and evaluate and improve program quality and service delivery to ensure that the needs of the Tribe are addressed and met.
  17. Oversee the Tribal Senior Center and personnel and ensure compliance with all required mandates imposed by the Tribe and funding agencies; ensure compliance of all mandates imposed by the Indian Health Service and Tribe regarding meal facility.
  18. Ensure the collection of monies for daily meals for senior participants and the timely receipt to the Finance Department.
  19. Ensure senior center personnel in coordinating and developing social/recreational and health programs, trips, outings, and activities for members/seniors.  The Senior Center Manager is responsible for overseeing the coordination of organized outings and trips.
  20. Oversee senior center personnel in preparing a regular newsletter including, but not limited to, the month’s activities, luncheon menu, upcoming events and trips, and timely articles of interest and pertinence to seniors.
  21. Oversee compliance of the Tribe’s Child Care Development Fund (CCDF) Program and ensure all activities meet the CCDF rules and regulations.
  22. Monitor tribal, federal, and state (if applicable) childcare regulations and standards to ensure the child care program meets applicable standards.
  23. Ensure that fair and consistent practices are carried out and all CCDF and tribal polices are uniformly enforced through child care program and within the service areas.
  24. Other job related duties as assigned by the supervisor

KNOWLEDGE, SKILLS & ABILITIES

  1. Thorough knowledge of the goals, purpose and mission of a social services department and its programs/activities.
  2. Thorough knowledge of the principles, practices and methodologies of planning and managing social work and therapeutic service programs.
  3. Considerable knowledge of procedures with regard to administering programs, supervising personnel, and dealing with difficult and emotional clients.
  4. Considerable knowledge of the regulations, standards and requirements pertaining to service delivery, assessments, and treatment plans and documentation.
  5. Considerable knowledge of the community environment, characteristics, needs, trends and issues relating to human services programs. Considerable knowledge of local, federal, and state community resources and human services agencies.
  6. Considerable knowledge of the principles and practices of supervising staff.
  7. Able to analyze and prioritize multiple tasks, considering safety, health, and welfare factors first.
  8. Possess skills necessary to supervise one or more work crews simultaneously.
  9. Ability to plan, monitor, and evaluate department programs and services.
  10. Ability to plan and review the work of subordinate staff.
  11. Ability read, interpret and apply regulations, directives, standards and policies regarding human service programs and services.
  12. Ability to develop effective working relationships with staff, officials, and personnel from local, and State Human Services agencies and community organizations.
  13. Knowledge of budget preparation and management; knowledge of grants management; and strong computer knowledge (word processing, spreadsheets, etc.).

QUALIFICATION REQUIREMENTS

  1. Master’s Degree in Counseling, Social Work, or related field; or Bachelor’s Degree in Counseling, Social Work, or related field with at least five (5) years of progressively responsible experience managing social work services and counseling programs (including supervision).
  2. Valid and current LBSW, LCSW or LMSW license (or equivalent) or ability to obtain licensure within one (1) year after hire date.
